Invention Secrecy Still Going Strong

There were 5,135 inventions that were under secrecy orders at the end of Fiscal Year 2010, the U.S. Patent and Trademark Office told Secrecy News last week.  It’s a 1% rise over the year before, and the highest total in more than a decade.

Under the Invention Secrecy Act of 1951, patent applications on new inventions can be subject to secrecy orders restricting their publication if government agencies believe that disclosure would be “detrimental to the national security.”

The current list of technology areas that is used to screen patent applications for possible restriction under the Invention Secrecy Act is not publicly available and has been denied under the Freedom of Information Act.  (An appeal is pending.)  But a previous list dated 1971 and obtained by researcher Michael Ravnitzky is available here (pdf).

Most of the listed technology areas are closely related to military applications.  But some of them range more widely.

Thus, the 1971 list indicates that patents for solar photovoltaic generators were subject to review and possible restriction if the photovoltaics were more than 20% efficient.  Energy conversion systems were likewise subject to review and possible restriction if they offered conversion efficiencies “in excess of 70-80%.”

One may fairly ask if disclosure of such technologies could really have been “detrimental to the national security,” or whether the opposite would be closer to the truth.  One may further ask what comparable advances in technology may be subject to restriction and non-disclosure today.  But no answers are forthcoming, and the invention secrecy system persists with no discernible external review.

    The previous list appears to reference dates much later than 1971.

    Refer to page two under the Composite Category List for example.

    “Atomic Energy Commission ………………………… (AEC)
    For AEC, substitute DOE – Department of Energy 1994″

    Why would a date as late as 1994 be listed in this document?

    I think what happened is that the baseline document from 1971 was periodically amended and updated over time — at least as late as 1994, as you noticed. At some point thereafter, the whole thing was replaced with a new list, which has not (yet) been made public.

    The amount you are willing to pay and the type of connections you create will determine what you can obtain from this world in its current state.

    It shouldn’t be this way but I have personally seen many great minds fall due to a lack of funding and the logistics needed, i.e. security, financial resources, and courage to implement their ideas into reality.

    The Orion Project has picked up on this and emailed it out to all supporters. They are at the forefront of trying to bring new energy technologies out for public (and private) use but have been partly thwarted by just such secrecy.

    This is not blog spam, the Orion Project is very much on the side of those wanting to bring out ground breaking new technologies, and needs all the help it can to do so. It works at the grassroots level directly with inventors whilst also providing advice to policy makers, and others working in this field.

    What I find fascinating are the inventions that are recorded with WIPO that probably should be considered “top secret.” These include a wide variety of viruses, bacteria and “mind control” type patents that are linked to various US agencies like the DoD, Dept. of Agriculture, CDC (who knew that they were patenting things?) and a whole host of other US government institutions. First, I would like to know why the US government is patenting things like MRSA at WIPO in the first place. In addition to violating treaties against developing biological weapons, this nasty little bug keeps showing up in the USA’s hospitals. Why would that be?

    There is a patent for something with a name like BIOVIBE. It is an algorithm that is used via US satellites that can identify a PERSON by their unique “energy signature.” You see each of us has varying electrical frequencies emitted by our organs, brain and neural pathways. They can analyze those frequencies and determine a unique electrical signature for each and every person analyzed.

    There’s lots more like the devices described. There are two questions: why are they registered with WIPO and why taxpayer money was spent developing such dangerous stuff.

    Please note that the secrecy act (as far as I understand) only applies with regards to the application for a patent. I do not see how this applies to inventions made public without a patent. So there, if you want to change the world just publish your stuff for free. You might not become a zillionaire from your invention but most probably you can get by quite comfortably working as a consultant with companies that use your invention.

    What I do not get is if there is this suppression of technology then I assume you are only talking about America. But I also have to assume that this secrecy does not affect other inventors in other countries. So if such technology is so widespread then why has it not sprung out of these other countries. Or is it only in America that so clever people exist?

    The only way anyone who develops a really working super high efficiency energy device… and wants to get it to the world and live to enjoy any profits from it is to make the technology public and count on making money manufacturing the devices.

    The Free energy thing is quite understandable, that is, once certain key things are first understood about it.

    The first and most important thing to understand concerns the claim that free energy over unity machines can not exist because it violates the second law of thermodynamics. Basically that says that more energy can not come out of a machine that goes in.

    Over the decades, actually centuries now, We have seen hundreds of over unity machines from a large assortment of researchers, so we know for sure that there is proof of the existence of over unity machines.

    Here’s the big secret as to where the over unity energy is coming from: “Do you know that we and planet Earth are flying along through space in orbit around our sun at a whopping 66,000 miles per hour?

    Add to this we are rotating on our axis at 1,000 miles per hour.

    Our combined motional speed is over 67,000 miles per hour.

    Imagine hooking a windmill up to that; how much power would that be?

    Of course there’s a slight catch; in this instance there is No Wind in space so there is no friction to power our windmill.

    That’s not the only tricky part about using planetary motion to produce energy.

    There are Four elements to consider in extracting free energy from high speed planetary motion..

    Here they are:

    1) High speed planetary motion. (The first and most important thing)

    2) Dimensionality (Where torque to drive our machines is produced at….between the 4th and 5th….at the plane of the dimension)

    It sounds pretty complicated when you first hear or read it, yet after you think it through for a time, its obvious.

    In fact it is so obvious once understood, you’ll readily sense that we should have had it in operation over 100 years ago in Tesla’s time.

    Why have our central bankers blocked this technology of life?

    Would Free energy Produce too much wealth?

    Some of you are simply just too naive. One of you, a lady has acted rather shamefully in her comment. I imagine that she would collapse cowering at the slightest intimidation, much less what so many of us have determinedly endured. Those of us still alive.

    We are dealing with otherworldly organized crime here.. allied with our own. Old as the hills.

    Yes, for many years I have heard periodically dreadful murders of great inventors who could have made this country and decent, moral, fair Democracy if they hadn’t been stopped by those greedy rich devils that killed them to put out the ‘wire’ electricity for instance. One famous man they still try to keep mum is on YouTube with his biography. There are seven of these. In this guy’s uploads. Watch and you will be ‘enlightened’./

    Mail the patent application to the USPTO and put it on the
    WWW all over the planet on the same day.
    Can’t very well make what the whole world knows ‘secret’!

    After hearing the speech by JFK about secrecy and having been a part of that world I was made aware there are many whose paranoia I no longer wish to live under.
